PHP Replace after a HTML Tag

I was wondering if this possible and if so how can I approach this problem, because I believe this is a unique problem and I am in an urgent situation:

Lets say I have a file name page.html

and in it I have a phrases, which are: <!--Article Title 1-->NEWS TITLE GOES HERE<!--End Article Title 1---> <!--Article Title 2-->NEWS TITLE GOES HERE<!--End Article Title 2---> <!--Article Title 3-->NEWS TITLE GOES HERE<!--End Article Title 3--->

how would I go about finding this specific phrase, and replacing the "NEWS TITLE GOES HERE" with $string1, $string2, $string3 (in their respective order) but not replacing the Tags?
